The Network of Entities for Solidarity Development (REDES), the Spanish Conference of Religious (CONFER), Caritas, and the Migration Department of the Spanish Episcopal Conference have been calling since 2021 for the implementation of an extraordinary regularization procedure for migrants in an irregular administrative situation. The organizations have led a process of political dialogue with the aim of obtaining approval of the Popular Legislative Initiative (ILP) on this issue, which is still being processed in Congress.
In the context of the 111th World Day of Migrants and Refugees, the organizations recalled the Pope’s message, who stated that “no one should be excluded from the common table of humanity” and emphasized that migrants and refugees are “messengers of hope” in a world marked by conflict and injustice. He also noted that their presence must be “recognized and appreciated as a true divine blessing.”
For their part, the bishops of the Episcopal Subcommission for Migration and Human Mobility emphasized in a message for this Day that migrants “are revitalizing the social and ecclesial reality of our country with their youth, their values, their work, their lives, their families, their faith, their ideals.” In this regard, they encouraged an “open mind” that allows us to perceive their richness and contribution.
From this Christian and humanist perspective, the organizations promoting the ILP denounce that the situation of administrative irregularity generates exclusion and limits basic rights, while hindering equal coexistence. Therefore, they consider it essential to adopt measures to overcome this situation, effectively recognizing those who are already an active part of society.
